The new Base Document was launched in the II Conference, in February 2004. It was rewritten and based on a Guide Documents developed by three experts on poverty and urban poverty.

The first version of the Base Document and the Guide Documents were delivered during the Network 10 Opening Conference, held on April 14, 15 and 16, 2003,  in São Paulo, and used as a guide for the Conference's debates.

Term of Reference

The Term of Reference approaches all issues related to urban poverty. As the name suggests, it is a reference for the experts' assignment.
